Wireless Broadband Providers Urge FCC to Expedite Spectrum-Sharing Plan in 3.5 GHZ Band, Calling It Key to Rural and Underserved Areas

Washington, DC (June 1, 2017) – The Wireless Internet Service Providers Association (www.WISPA.org) today joined with 17 other associations and companies in a joint letter to the Federal Communications Commission (FCC), urging the agency to move quickly in finalizing rules for the Citizens Broadband Radio Service (CBRS) in the 3.5 GHz spectrum.

The letter urges the FCC to immediately implement the three-tiered spectrum-sharing framework that was initially proposed by the agency in 2012 and unanimously passed by the commission in 2015. The letter also calls on the agency to act quickly to test and certify several technical aspects of the plan so that businesses can begin using the spectrum soon to deliver commercial broadband services to consumers.

In a meeting with agency officials on April 5, members of WISPA noted the importance of the 3.5 GHz band for deploying fixed wireless service to rural and underserved areas and indicated that the three-tier spectrum access hierarchy would enable WISPs to bid on Priority Access Licenses and also use General Authorized Access spectrum both on dedicated channels and opportunistically.

For the CBRS system to work, WISPA believes the FCC’s consideration of any potential rule changes must not inject uncertainty or delay into the ongoing standards development and deployment processes, or strand capital investments that were made in reliance on the current regulatory regime. Several WISPA members, including Rise Broadband, are making significant investments in anticipation of using the spectrum to serve consumers.
